How does your area handle homelessness?

In Portland Oregon, this is coming to be quite the problem, largely assisted by bleeding heart perspectives.

Long story short, for a while, there was a huge sympathy for the homeless and Portland had a lot of ability to help. This spun out of control. We now have a hugely disproportionate burden, leading to shit like this:
